If you sell physical goods on Amazon or Shopify across Europe, hellotax is the best value managed service, with published per-country prices from €39 a month and OSS filing from €75. Taxually suits sellers who need registrations, fiscal representation and US sales tax from one provider. US and UK SaaS companies selling to EU consumers can use Quaderno (from $24 a month) to calculate VAT and file through the non-Union OSS, or hand the whole problem to a merchant of record like Paddle. Fonoa, Marosa VATify and Avalara fit larger companies with many entities, e-invoicing mandates or ERP integrations.
hellotax pairs VAT software with in-house accountants in Alicante and focuses on e-commerce sellers: registrations, periodic returns, OSS reporting and Amazon Pan-European FBA stock movements. It publishes its prices, which is rare in this category. The New Seller plan is €39 a month per country on annual billing for up to 500 transactions a year, Established Seller is €99 a month per country, a five-country package is €399 a month, and OSS filing starts at €75 a month. Registration and takeover fees are extra. It has a 4.7 rating from 114 Capterra reviews.
Pricing: Annual New Seller pricing starts at €39 per month per country, or €49 monthly, for up to 500 transactions yearly. Established Seller starts at €99 annually or €119 monthly per country; the five-country package starts at €399 annually or €470 monthly. OSS starts at €75 annually or €89 monthly. Registration, takeover, OSS registration, and local compliance fees may be additional.
Combines VAT software with local accountants who review data and can submit filings.
Publishes entry pricing for country-based VAT plans instead of requiring every buyer to request a quote.
Supports Amazon, Shopify, other sales channels, and CSV uploads for transaction collection.
Pricing compounds by country and adds separate registration or takeover fees in many cases.
Coverage is centered on European VAT, so businesses needing broad non-EU sales-tax compliance need another system or service.
The New Seller plan is limited to 500 transactions yearly and one integration.
Cloud software and managed services for global VAT, GST, sales tax, e-invoicing, and indirect-tax compliance teams.
Taxually handles VAT registrations, returns, payments and fiscal representation in more than 50 countries, plus US sales tax and newer environmental taxes such as packaging levies, and says it has helped more than 20,000 companies. It connects to Amazon, Shopify and Stripe. It does not publish prices; packages are quoted after a scoping call. Choose it if you hold stock in several EU warehouses and also sell into the US, and want one provider rather than a different accountant in each country.
Pricing: Taxually offers customized packages following a demo and assessment of the business’s tax requirements. No universal entry price is published. Buyers should request a quote covering the selected jurisdictions, products, registrations, filings, and any fiscal-representation services.
Combines software and managed tax services across VAT, GST, sales tax, and e-invoicing.
Supports broad cross-border coverage through registrations, returns, filing, payments, and fiscal representation.
The LumaTax acquisition adds U.S. sales-and-use-tax data, nexus, registration, and return workflows.
Public pricing is not transparent, and total cost varies with countries, transaction volume, products, and managed services.
Buyers must confirm the precise jurisdiction, connector, and filing scope included in their proposed package.
The broad portfolio can require separate product or service choices rather than one consistent all-in-one plan.
Automated sales tax, VAT and GST compliance for SaaS, e-commerce and digital businesses selling worldwide.
Quaderno calculates the right VAT rate from the customer's location evidence, issues compliant invoices and produces the OSS report, with direct integrations for Stripe, Paddle, Shopify, WooCommerce and PayPal. It has flat monthly plans by transaction volume: $24, $41, $83 and $124. Visma acquired it in 2023. Registration and filing in specific countries are quoted separately, so it suits a team that is happy to submit the OSS return itself or with an accountant, using Quaderno's figures.
Pricing: The current public pricing page lists flat monthly plans by transaction volume: Hobby $24, Startup $41, Business $83 and Growth $124. Annual billing is available at savings equivalent to two months free; Enterprise is quote-based. Registration and filing are separate services with jurisdiction-specific quotes, and support documentation describes a $0.25 per extra transaction option and automatic tier upgrades after repeated overages.
Covers calculation across more than 150 countries and regions, with all US sales-tax states included.
Connects multiple sales channels and payment processors so reports can combine otherwise fragmented transaction data.
Public plans are straightforward and include unlimited users, jurisdictions and integrations above Hobby.
Tax calculation coverage does not mean Quaderno automatically registers or files in every supported jurisdiction.
Registration and filing require a separate quote and are limited to the jurisdictions and services Quaderno can manage.
The Hobby plan limits users, jurisdictions and integrations to one each.
VAT compliance, e-invoicing, and real-time reporting software for cross-border businesses and tax teams.
Marosa combines its VATify software with a tax advisory practice in Vigo, Spain, and covers VAT returns, OSS and IOSS, Intrastat, VAT recovery, fiscal representation and the country e-invoicing and real-time reporting systems that are spreading across Europe. It had more than 1,200 clients when Aquiline invested €12 million in December 2024. It offers self-service, hybrid and fully managed models, all quoted. A good fit for mid-size businesses facing Spain's Verifactu, Poland's KSeF or Belgium's e-invoicing mandate alongside ordinary VAT filing.
Pricing: Marosa does not publish a standalone VATify price list. Pricing depends on countries, registrations, filing frequency, transaction volume, integrations, and whether Marosa provides managed compliance; separate Stripe and former Taxdoo plan pages describe specific service packages rather than a universal VATify price.
Combines VAT returns, e-invoicing, reporting, registrations, and reconciliation in one platform.
Offers self-service, hybrid, and fully managed operating models.
Supports direct authority submissions, standardized data formats, and a REST API.
Standalone VATify pricing is not publicly disclosed and requires a tailored commercial discussion.
Public materials do not provide a complete list of named ERP and accounting connectors.
The product’s breadth can be excessive for a business needing only occasional single-country filings.
Fonoa sells tax infrastructure to large digital platforms: VAT and GST determination in more than 190 jurisdictions, tax ID validation in more than 115 countries, invoicing, e-invoicing and returns. Uber, Netflix, Canva and Booking.com are named customers, and it raised a $110 million Series C in May 2026. Pricing is usage-based and quoted. It is built for companies processing millions of transactions where tax logic has to sit inside the product, not for a seller filing a few returns.
Pricing: Fonoa does not publish a price list or self-serve tiers; buyers engage sales for a quote. G2 reviewers describe pricing as usage-based and say costs can rise with transaction volume. Contract scope may vary by product, country coverage, transaction volume, and implementation requirements.
Covers validation, calculation, invoicing, reporting, and returns in one indirect-tax platform.
Supports tax determination across more than 190 jurisdictions and tax-ID validation across more than 115 countries.
Combines APIs for product teams with a web interface for tax and finance users.
Pricing is not public and reviewers say usage-based costs can increase with transaction volume.
Country coverage does not remove the need to confirm precise local filing and e-invoicing scope.
Implementation is sales-led rather than self-serve.
Avalara's VAT products cover registrations, returns and IOSS filing alongside AvaTax calculation in more than 190 countries, and it integrates with more than 1,400 systems. For US companies already using it for sales tax, adding EU VAT keeps one vendor and one data feed. Since July 2026 it publishes per-state prices for US sales tax, but international VAT services are still quoted. Reviewers in 2026 often complain about support responsiveness and billing surprises, so get the scope in writing.
Pricing: Since July 2026, Avalara publishes per-state pricing for businesses under $50M in annual revenue through Avalara Select, with about 15% off for annual billing. Larger, high-volume and international deployments are quoted. Vendr reports a median negotiated contract of $16,898/year across 761 purchases (range ~$3,750–$73,000). Ask what counts as a billable transaction, how many returns are included and what overages cost.
Largest integration ecosystem in sales tax (1,400+ connectors)
Covers calculation, filing, exemptions, registrations and duties in one vendor
Published per-state pricing since July 2026 makes small-business costs predictable
Support responsiveness is a recurring complaint in 2026 reviews
Setup and configuration can be complex, especially with custom ERPs
Reviewers report billing surprises, add-on costs and cancellation friction
Paddle acts as merchant of record: it sells your software to the customer, so it is the seller for VAT purposes and handles registration, collection and remittance in every country. You get one payout and no OSS return. The price is 5 percent plus 50 cents per transaction, which covers payments, tax, fraud and chargebacks. For a small SaaS company selling worldwide that is often cheaper than a payment processor plus a VAT provider plus an accountant. See our [merchant of record guide](/best/merchant-of-record) for the trade-offs.
Pricing: Paddle's public pay-as-you-go rate is 5% plus 50¢ per Checkout transaction, with no monthly, migration, or hidden fees. The fee covers payments, tax compliance, fraud, chargebacks, billing, and buyer support. High-volume or low-value transactions can receive custom pricing.
Combines merchant-of-record tax responsibility with payments, billing, fraud, and chargeback handling.
Publishes a straightforward pay-as-you-go rate with no monthly or migration fee.
Provides APIs, webhooks, checkout components, sandbox testing, and four official server-side SDKs.
The 5% plus 50¢ blended fee can be expensive for high-volume or low-value transactions.
Paddle Billing and legacy Paddle Classic use different APIs, IDs, webhooks, and concepts.
Desktop SDKs are not available in the official SDK catalog.
VAT is charged where the customer is, not where the seller is, for most cross-border sales to consumers in the EU. That one rule creates the whole compliance problem: 27 countries, each with its own standard and reduced rates, and its own return format.
The EU has simplified it in two big steps. In 2015 it moved digital services to destination taxation and created the Mini One Stop Shop. In July 2021 it extended that to goods, replaced the national distance-selling thresholds with a single €10,000 EU-wide threshold, and renamed the system the One Stop Shop (OSS). It also created IOSS for low-value imported goods.
What that means in practice depends on your business model.
Business
What you file
Where you register
EU seller, cross-border B2C goods over €10,000
Union OSS return, quarterly
Home country, plus any country where you store stock
Amazon FBA seller using Pan-European or CEE programs
Local VAT returns in each warehouse country, plus OSS
Every country with stock, often 4 to 7
Non-EU SaaS or digital services to EU consumers
Non-Union OSS return, quarterly
One member state of your choice
Non-EU seller shipping goods worth up to €150
IOSS return, monthly
One member state, usually through an intermediary
B2B sales to VAT-registered customers
Usually reverse charge; recapitulative statements for EU sellers
Depends on establishment
The trap for marketplace sellers is stock. OSS only covers cross-border sales. If Amazon moves your inventory into a warehouse in Poland or the Czech Republic, you have made a taxable movement of goods and you need a Polish or Czech VAT number, with local returns. Most of the cost of EU VAT for FBA sellers comes from those local filings, not from OSS.
How we chose these seven
We looked at the VAT and indirect tax tools in our tax directory and kept those that (1) file returns or produce return-ready data for EU countries, (2) support OSS or IOSS, and (3) publish prices or have verifiable customer numbers. We grouped them by the buyer they fit best, because the right tool for an Amazon seller with stock in five countries is wrong for a SaaS company with no stock at all. Prices are as of October 2026.
Some good options are outside our directory and worth a look: Lovat and SimplyVAT are managed VAT services popular with UK and EU sellers, and Stripe Tax calculates VAT for Stripe merchants but does not register or file in most EU countries, so it needs a filing partner.

When you compare quotes, ask for a price per country per year that includes registration, every periodic return, the annual return where one exists, EC sales lists and Intrastat if you are over the threshold, and fiscal representation where it is required. Fiscal representatives are mandatory for non-EU businesses in some countries, including Italy and Poland for many non-EU sellers, and they can be the largest single line on the bill.
Which tool fits which seller
Amazon seller with stock in several EU countries. hellotax or Taxually. Both read Amazon's VAT transaction report directly and file the local returns. hellotax is cheaper if you are under five countries and sell mainly through Amazon; Taxually is better if you also need US sales tax or packaging and environmental compliance.
Shopify brand shipping from one EU warehouse. You probably only need OSS. Quaderno or hellotax's OSS plan will do it. Check whether you are close to the €10,000 threshold; under it you can charge your home rate.
Brand shipping from outside the EU. Register for IOSS through an intermediary and collect VAT at checkout for orders up to €150, or your customers will pay VAT plus a carrier handling charge on delivery and refuse a share of parcels. Since July 1, 2026 you also owe the new €3 customs duty per item category in those parcels. See our landed cost guide for tools that calculate duties at checkout.
US or UK SaaS company. Two routes. Register for the non-Union OSS yourself and use Quaderno or Stripe Tax to calculate VAT and produce the report, or move to a merchant of record such as Paddle and stop being the seller of record. Under roughly $1 million in EU revenue the merchant-of-record route is usually simpler. Above that, the 5 percent fee starts to look expensive next to doing it yourself.
Company with several entities and an ERP. Avalara, Fonoa or Marosa VATify. At this size the problem is data, not filing: getting clean transaction data out of NetSuite, SAP or Dynamics, and dealing with e-invoicing mandates country by country.
The rule changes to plan for
€3 customs duty on low-value parcels (July 2026). The EU abolished the €150 customs duty exemption on July 1, 2026. Until July 1, 2028, a flat €3 duty applies per item category in consignments up to €150 sold to consumers. Five T-shirts in one parcel count as one item and pay €3; a T-shirt and a watch pay €6. The duty is owed by the seller or importer, usually the IOSS holder. Product identifiers become mandatory on these declarations from November 1, 2026, and the Commission plans a separate EU handling fee. From 2028 the new customs data hub is meant to replace the flat duty with normal tariff rates.
VAT in the Digital Age (ViDA). Adopted in March 2025, the package arrives in three stages. Member states can now require domestic e-invoicing without asking Brussels for permission, which is why mandates are spreading. From July 2028 the single VAT registration expands, so more sellers, including those moving their own stock between countries, can use OSS instead of local registrations. From July 2030, intra-EU B2B transactions move to digital reporting based on structured e-invoices. Our e-invoicing guide covers the national mandates.
Marketplace liability. Since 2021, marketplaces are the deemed supplier for imported goods up to €150 and for sales by non-EU sellers of goods already in the EU. If you sell through Amazon or another marketplace, check which sales the platform is reporting and which remain yours, so you do not pay VAT twice.
Mistakes we see
Ignoring stock movements. FBA programs that move stock across borders create local VAT obligations even if you only sell domestically from each warehouse.
Charging home VAT to non-EU-established SaaS customers. There is no €10,000 threshold for businesses outside the EU.
Not validating VAT numbers. Reverse-charge B2B sales need a valid customer VAT number, checked through the EU's VIES service. Keep the evidence.
Late registration. Back VAT, penalties and interest usually cost more than several years of a filing service. If you are already selling without registering, ask a provider about a voluntary disclosure.
Do I need to register for VAT in every EU country I sell to?
Not usually. Since July 2021 the One Stop Shop (OSS) lets you report and pay VAT on cross-border sales to EU consumers through one quarterly return in one member state. You still need local VAT registrations where you hold stock, for example in Amazon FBA warehouses, and for some domestic sales.
What is the €10,000 OSS threshold?
EU-established businesses can charge their home country's VAT on cross-border B2C sales of goods and digital services until their combined sales to other EU consumers exceed €10,000 in a calendar year. Above that, they charge the VAT of the customer's country. The threshold does not apply to businesses established outside the EU, who must charge the customer's VAT from the first sale.
What is the difference between OSS, non-Union OSS and IOSS?
Union OSS is for EU-established sellers reporting cross-border B2C sales of goods and services. Non-Union OSS is for businesses outside the EU selling services, including SaaS and digital services, to EU consumers. IOSS (Import One Stop Shop) is for goods shipped from outside the EU in consignments worth €150 or less, and lets the seller collect VAT at checkout so the parcel clears customs without the customer paying import VAT.
Does a US SaaS company have to charge EU VAT?
Yes, on sales to EU consumers, from the first euro. Most register for the non-Union OSS in one member state and file one quarterly return. Sales to VAT-registered businesses are usually reverse charged, so you collect and validate the customer's VAT number instead of charging VAT.
What changed for low-value imports in 2026?
From July 1, 2026 the EU abolished the €150 customs duty exemption and introduced a temporary €3 customs duty per item category in consignments up to €150 sent to consumers. It runs until July 1, 2028, when the EU customs data hub is due to replace it with normal duties. Product identifiers become mandatory from November 1, 2026, and an EU handling fee is planned. Import VAT through IOSS still applies separately.
How much does EU VAT compliance cost?
For a small e-commerce seller, managed services such as hellotax publish prices from €39 to €119 a month per country, plus registration fees. OSS filing starts around €75 a month. Calculation software such as Quaderno starts at $24 a month. Enterprise platforms are quoted on volume and country count.
Prices and ratings come from each vendor's public pricing pages and review sites as of October 22, 2026. Vendors change pricing often, so confirm with a quote. Nothing here is tax or legal advice.
